About Us

Research and Development (R&D) is one of the main concerns of the Vice President for Research, Extension, and Business Affairs (VPREBA). It is coordinated by the university's R&D Directorate, which act as the central planning, coordinating, monitoring and implementing unit for R&D activities of the university. College and special/consortia projects are linked with directorate through College Research Coordinators and project leaders, respectively.

The university is envisioned as a regional research center for the development of relevant and market-oriented technologies for agro-industrialization, global competitiveness and sustainable development as well as an active and renowned partner of national and international research centers/organizations in the implementation of thematic researches of worldwide relevance.

R&D in MMSU seeks to contribute substancially to better quality of life in Ilocos Norte and Region I through research excellence and relevance supported by adequate and research-oriented manpower, state-of-the-art facilities and information technology.

  • Conduct relevant and high impact researches along eight technical programs, i.e., agriculture, business and economics, education, environment, fisheries, forestry, health, and industry and energy.
  • Strengthen R&D capabilities in terms of both manpower and research facilities as a strategy for long-term excellence and competitiveness.
  • Ensure utility of research findings through publictions both in refereed and non-refereed journals and packaging technologies for use by intended clientele.
  • Accelerate the use of technologies by facilatiting access to R&D information and knowledge through R&D information systems linked to national and regional information networks.
  • Serve as an excellent training ground for students and future researchers/scientists.

The R&D Directorate has the following mandates:

  • Provides leadership in the development of university-wide R&D agenda and programs.
  • Prepares annual R&D Work and Finacial Plan including supporting documents for the endorsement and release of funds.
  • Oversees, monitor and evaluate the implementation of research program of the university.
  • Introduces innovative approaches to improve governance thereby increasing overall efficiency of the university R&D system.
  • Ensures dissemination and utility of research findings.
  • Sources out funds for manpower development and acquisition of scientific and information technology facilities.
  • Introduces innovative approaches to facilitate access among stakeholders, planners, and other clientele to R&D information and knowledge outputs.

To attain its goal and objectives, the R&D Directorate employs the following strategies:

  • Improving quality of R&D governance through well-defined policies and guidelines and innovative management.
  • Improving research prioritization and resource allocation guided by focused and relevant university wide R&D agenda and programs.
  • Providing working environment conducive to R&D undertaking.
  • Developing an efficient monitoring and evaluation scheme to ensure search excellence and relevance.
  • Strengthening linkages with research granting institution to augment fund for manpower development and acquisition of state-of-the-art laboratory/scientific and information technology facilities.
  • Coordinating closely with the ExtensionServices/Technology Promotion and Utilization (ESTPU) Directorate of the University to ensure utility and dissemination of production-enhancing technologies.
  • Providing funds for research publication and participation of researchers in local, regional and scientific conferences, meetings, convention and research fora.
  • Developing knowledge and information system to facilitate access to R&D information and knowledge output.

MMSU maintains close linkages with national and international resource centers and other government agencies/organizations. Linkages are in various forms such as:

  • Resource sharing and complementation.
  • Research grants.
  • Fellowship/scholarship funds/privileges.
  • Collaborative work.
  • Technical expertise such as referrals, resource speakership, and training and consulatancy services.
